One expert says the climate change causing a plankton bloom may be the reason

“Climate change is driving this natural phenomenon. Various natural phenomena, such as coral bleaching or plankton blooms, have been occurring naturally for thousands to tens of thousands of years. However, when global warming occurs, it intensifies and increases the frequency of existing phenomena.”
“In Thailand we use chemical fertilizers all the time and there are no signs that this will decrease. In addition, global warming continues to increase steadily. Precipitation amounts will increase. With these factors, this event will become more intense or more frequent, or both, in the future.”
