The government of that time made a decision to cancel a law in force, this decision was up to the government to clarify in detail that it is not a shame to clarify but it was never done. Why this conclusion was reached, there was an effort for this environmental emergency, which is a very big word that should only be addressed in a few institutions. The issue of the incinerators came up after their construction had begun. Why did incinerators become so interesting to the public? First, the breaking of the SP-LSI pact is the number 1 reason. The second is the breaking of the LSI-Lefter Koka pact, and the third, I think, is that the commercial battle with this type of business increased after Elbasan.
