Regional Governor Vyacheslav Gladkov said for his part that the explosion had left a crater about 20 meters in diameter in the center of the city.
The plane was identified as an Su-24 bomber that accidentally dropped a bomb on the Russian city, the ministry said.
And he added that the explosive device fell at 22:15 local time (19:15 GMT) on Thursday.
Gladkov, for his part, indicated that the explosion hit a large crossroads, not far from the city center and next to residential buildings.
Two women were taken to hospital for urgent medical treatment and a nine-story apartment block was evacuated due to possible structural damage.
The ministry indicated that an investigation is ongoing.

Photos and videos shared on social networks show apartments damaged by the impact of the bomb, while others show a car on the roof of a building.
The local president pointed out that the residents of Belgorod have “spent a bad night, but they are going to get by with this.”

Belgorod, a city of 370,000 inhabitants, is located about 40 km. from the border with Ukraine.
It is relatively close to Ukraine’s second-largest city, Kharkiv, and residents have been signaling fear of attack from Ukraine since the Russian invasion began in February 2022.
Usually Russian warplanes fly over the city when they go to attack Ukraine.
