THE FALL OF THE MOUSE

On January 5, 2023, federal forces detained Ovid Guzman López in Culiacán, Sinaloa, in an operation that left 10 soldiers and 19 suspected criminals dead. The capture occurred more than three years after his failed arrest, also in the Sinaloan capital, in the episode known as “El Culiacanazo.”

On October 17, 2019, Ovid Guzman López had been detained during a National Guard operation in Culiacán but was released after cartel members took over various parts of the city, where they unleashed shootouts.

“El Raton” is required by the justice of the United States. In fact, since 2019, when his father was sentenced to life imprisonment for drug trafficking, there has been an extradition request from Washington, however, days after his capture, a federal judge in Mexico stopped any attempt to transfer him to the neighboring country and He ordered that he remain at the disposal of the judge who ordered him preventive detention.

RESOLUTION 18 AND WHAT AMLO SAID

On March 27 of this year, Republican senators proposed calling terrorists terrorists. drug cartels, which unleashed a response from the National Palace, from President Andrés Manuel López Obrador, who even threatened to call on compatriots not to vote for that party in the next elections in the United States.

The proposal, which caused the annoyance of the President, called Resolution 18, was promoted by congressmen Dan Crenshaw and Mike Waltz, for the US Army to combat drug cartels in Mexico and argues that fentanyl kills an average of 80,000 Americans per year and is the leading cause of death among men ages 18 to 45.

FROM THE BILATERAL TO THE COUP

The visibility of the fentanyl problem, which even fueled the discrepancy between López Obrador and the Republican congressmen, led to a meeting between security officials from the two countries, to discuss arms trafficking to Mexico and opioids to the United States.

On April 14, 2023, one day after the binational security meeting, in which coordinated actions against fentanyl were agreed, the Biden government announced measures against the Sinaloa Cartel, blaming “the little boys” of the manufacture of fentanyl in Mexico.

The United States Department of Justice requested the extradition of Ovid Guzman López and announced charges for money laundering and drug and arms trafficking against Iván and AAlfredo Guzman Salazar and Joaquín Guzmán López, as well as against 25 other members of the cartel for trafficking fentanyl, weapons and money laundering.

In short, the US Department made public the accusations filed in a court in New York against “Los Chapitos”; one more, in the same city, against Ovid Guzman López and a third against all of them, filed in an Illinois court.

“Today’s indictments send a clear message to little boysthe Sinaloa Cartel and criminal drug networks around the world that the DEA will stop at nothing to protect national security,” said Attorney General Merrick Garland.

DEA administrator Anne Milgram said “Los Chapitos” pioneered the manufacture and trafficking of fentanyl, the deadliest drug threat the United States has ever faced. “They flooded us for the last eight years and killed hundreds of thousands of Americans,” she said.

THE INFILTRATION

The main accusations against the Sinaloa Cartel that the Department of Justice cited were based on the data provided by the DEA with the infiltration of three agents in Mexico and the United States.

These men recorded drug lord meetings, visited fentanyl laboratories, and witnessed the criminal business of “Los Chapitos.”

Miguel Alonso Payán, a member of Ovidio Guzmán López’s security group, declared that the Sinaloa Cartel sent up to 500,000 opioid pills to the United States every month.

The other two infiltrators, at least until May 2021, were Juan Carlos Arce Cabrera, a narcotics distributor, and “NN”, who served as administrator of the cartel’s drug warehouses.

All provided photographs and details of the distribution of the drug in the United States from 2017 to 2022, in addition to the fact that all their electronic and telephone conversations were monitored.

Chapitos of 10 million dollars

By April 25, the US government doubled the reward to find the location of Jesús Alfredo Guzmán Salazar, “Alfredillo”. Just the previous weekend, the DEA had placed Iván Archivaldo Guzmán Salazar on its most wanted list. , at number 3, and Jesús Alfredo at position 9.

For each one he now offers a reward of 10 million dollars.

THE OPERATION OF THE CHAPITOS

Justice in the United States accuses “Los Chapitos” of fentanyl and arms trafficking and money laundering.

Authorities say they source chemical precursors from China, from suppliers identified as Kun Jiang, Huatao Yao and Yaquin Wu.

They manufacture fentanyl powder and pills in clandestine laboratories in Mexico, commit violence to maintain control, and traffic the product to the United States by land, sea, air, and underground. The distribution spans the entire country, and they launder money, through cash, goods, and cryptocurrency, back into Mexico.

THE HEIRS OF CHAPO

El Chapo Guzmán has at least 10 children. César, Iván Archivaldo, Jesús Alfredo and Alejandrina were born from his union with Alejandrina Salazar; with Griselda López he had Joaquín, Edgar, Ovidio and Griselda.

In 2007 he married Emma Coronel with whom he has twins María Joaquina and Emali Guadalupe. “Los Chapitos” are Iván Archivaldo, 39 years old; Alfredo, 36; Joaquín, also 36, and Ovidio, 33 years old.
