A Virginia mom and her alleged boyfriend are going through costs after two younger boys had been discovered chained to a pole inside a house with their ankles, police mentioned.
Wendi Del Cid Rodriguez, 46, and Franklin Viera Guevara, 29, had been every arrested on two counts of kid neglect, two counts of kid abuse and two counts of kidnapping.
