The unusual scenes, where the 45 arrested in the anti-drug operation in Elbasan were transported by tourist bus to Tirana, were discussed tonight in “Top Story”.
Lawyer Jordan Daci considered the case a violation of the regulation because escorting detainees, according to him, requires special tools with separation nets, escort platoon and a plan of measures which receives the approval of the Local Police Directorate and the General Directorate of the State Police. The criminalistics expert, Ervin Karamuço, was also in the same waters.
According to Karmuço, in Albania it is not only forbidden to transport arrested persons by bus, but the standard procedure of escorting an arrested person with two policemen. With the breaking of the protocol, the criminology expert says that people’s lives have been put in danger, as the possibilities were great that the leader of the gang would attack the bus to eliminate the “soldiers” in order to preserve his secret identity. And most importantly, according to Karamuço, the evidence may have been destroyed.
“Being on a bus, they have started to coordinate with each other. In the sense that “what do you mean, I haven’t been here etc…”. And until Tirana for 30-40 minutes by bus, they will all come out in one word about what they will say” – said Karamuço.

Grida Duma: 45 people were transported by bus, because they could not be kept in Elbasan. It may be my vagueness, but please clarify, is it allowed to transport 45 people by bus?
Jordan Daci: No, according to the regulations, it is not allowed by bus at all because escorting detainees requires special vehicles with nets, railings, and many other elements. It requires an escort platoon, a plan of measures – especially in the case where the escort poses a high risk. The plan of measures is approved by the Local Police Directorate, the General Police Directorate. I don’t know how they did this bus job today, but it’s not allowed on the bus. Everyone is at risk there.
Karamuço: I don’t know how they thought about it, maybe there was a logic of economy so that they don’t use too many cars and diesel, but safety was zero. Not only for those just mentioned, but also for another fact. There is a risk of spoiling the evidence that comes from their own statements. Being on a bus, they have started to coordinate with each other. In the sense that “what do you mean, I haven’t been here etc…”. And all the way to Tirana for 30-40 minutes by bus, they will all come out in one word about what they will say. This is a big mistake that is not the fault of the Police, but the investigative body because it should not have allowed it. There are problems here in terms of security, is the road, the bus armored or separated, because Albania has at least one in two. An arrested man wants two policemen. This is the standard association, security protocol.
Grida Duma: So there must have been 90 policemen in there.
Karamuço: 90, so it had to be a 6-decker bus to accompany these people. This happened once in the USA, and I laughed today because that sheriff there, who had arrested the entire district council, bragged that he did it so that I wouldn’t spend too much on the police cars going back and forth. However, they have a prison bus, which has a separate compartment between the convicts or the arrested, whereas we had a tourist bus here.
What if we were far ahead of it is a blow to destroy the people who are witnesses and could draw other clues… Although from what I saw from the names and as far as we who study these drug lines know them, they are all at the level of “soldiers”. There were no organizers at all. No head of those known to be the head. So, these heads had something to do with this bus to close this story so they don’t go out on their own. So what do the Police think? Because this is a risk analysis that he does in cooperation with the Prosecutor’s Office.
