Ohio officer under investigation after allowing K9 to attack surrendered suspect

An investigation has been launched into why an Ohio officer allowed his police dog to attack a truck driver who surrendered with his hands raised, despite State Highway Patrol officers urging the officer to restrain the dog.

The lengthy 4th of July chase and subsequent attack were captured on police cameras. Authorities said the chase began on state highway 35, when officers attempted to stop a commercial truck that was missing a mud flap and failed to stop for an inspection.

State troops were called in to assist in the pursuit, authorities said. The driver, Jadarrius Rose, 23, of Memphis, Tennessee, who is black, initially refused to get out of the truck and later defied guidelines to get to the ground, according to an Ohio State Highway Patrol incident report made available to The Associated Press, along with the bodycam video.

“The suspect did not stop in front of marked patrol units with flashing lights and sirens,” the incident report said. Finally he got down on his knees and put his hands in the air.

The name of the Circleville officer has not been released and officials from that department have not said whether he will face disciplinary action. They also declined to comment on the investigation. However, the K9 officer was identified in the incident report as Officer Ryan Speakman of the Circleville Police Department.

The bodycam video shows Speakman restraining the K9, and a trooper can be heard off-camera yelling repeatedly, “Don’t let go of the dog with his hands up!” However, Speakman deployed the dog and it shows in the video of him attacking Rose.

Then you hear the trooper yell, “Get the dog off him!” Rose appears to be in pain and yells “Get it off! Please! Please!” before the attack ends. Rose was treated at a hospital for dog bites.

Rose was charged with non-compliance and he did not respond to an email request for comment. Messages were also left with attorney Benjamin Partee, who was identified in media reports as Rose’s attorney.

It is not yet clear why he refused to stop for the inspector and police. He told The Columbus Dispatch that he couldn’t tell why he didn’t quit, but when asked about the video, he told the paper, “I’m just glad it was shot. What you saw is what actually happened.”
