After almost a year since the introduction of the Health Platform, it does not appear that the problems will be resolved. The costs are already very high and there is reason to fear that the agreement concluded with Epic will be designed in such a way that a breach will entail large costs.
So there is every reason to look back at how you ended up in this accident. Unfortunately, populism plays a role. Those who have not worked in healthcare were naturally excited at the thought of all health information being placed in a record called a patient record and not, as before, a doctor’s record.
This need was not expressed by the doctors, who still wanted a clear medical record and the ability to use information from other professional groups if necessary. What was gained by bringing all the information together in one document could easily be lost due to the increased complexity. Moreover, it was strange that the state authorities allowed a healthcare company to introduce a different system than in the rest of Norway, which would obviously have negative consequences.
You must also be surprised that the health authorities of the state allowed Helse-Midt to enter into such a large agreement with an American company, which of course secured an agreement that secured the company. If something were to go wrong, which is indeed the case and which is not surprising based on experiences in other Scandinavian countries, it had to be clear that Helse-Midt did not have the financial capacity to cover the costs.
The Ministers of Health bear a large part of the responsibility: Hanssen, Strøm-Erichsen, Støre and Høie. The first three, from the Labor Party, should have intervened and provided a realistic system, the same for the whole country, and Høie should have stopped the project.
The newspapers compared the introduction of the Health Platform to the sinking of “Helge Ingstad”, which resulted in a loss of approximately five billion kroner.
