Russian President Vladimir Putin signed a decree granting temporary control of the Russian assets of two foreign energy companies, making it clear that Moscow could take similar steps against other companies if necessary.

Outlining possible retaliation if Russian assets abroad are seized, the decree made it clear that Moscow had already taken action against the assets of the Russian division of Uniper SE and the Finnish Fortum Oyj.

The decree said Russia must take urgent measures to respond to unspecified actions by the United States and others, which it describes as “hostile and contrary to international law”.

The decree stated that the shares of the two organizations were placed under the temporary control of the federal government real estate agency Rosimushchestvo.

The CEO of state bank Bank VTB PAO said on Monday that Russia should consider acquiring and managing the assets of foreign companies like Fortum, but giving it back when sanctions are lifted.

Asset sales by investors from “unfriendly” countries that imposed sanctions on Russia after Moscow’s attack on Ukraine in February 2022 require the approval of a government commission and, in some cases, the president.
