On Monday, DN wrote that Norway is dealing with a new, major cyber attack against a number of Norwegian companies. According to the National Security Agency (NSM), the attack is “more powerful” than the hacking of the twelve ministries this summer, which Prime Minister Jonas Gahr Støre subsequently described as an attack on Norway.
According to NSM chief Sofie Nystrøm, the authorities are still working to identify which Norwegian values need to be protected, and that this will take time.
– We would have liked the government to have been much more proactive and taken the initiative to come up with proposals and policies that would increase our chances of avoiding serious, large-scale cyber attacks. The entire private sector is under pressure, says Linda Hofstad Helleland (H), corporate policy spokesperson for the Conservative Party.
The former Digital Minister is concerned about the security situation at Norwegian companies and lashes out at the digital security situation in Norway and what she sees as sheer slowness in the government’s security work.

Government inertia

According to NSM, advanced tools have been discovered that can cripple control systems in power plants, oil platforms and other energy production.
Helleland says the threats highlight the seriousness of Norwegian security as such – and what Norwegian companies face.
– There are major losses, including for Norway’s competitiveness and value creation, if valuable data is lost. Awareness of what values we stand for, where the vulnerabilities are and what threats we face is something that every company and enterprise must be aware of. How can Norwegian companies make a risk assessment if they do not understand the geopolitical situation, the threats they face and the values they hold, Helleland asks.

She points out that two Høyre proposals to strengthen cybersecurity were flatly rejected by the government earlier this year.
– Even before the election, the Conservative Party asked the government whether it is doing enough to protect us from electoral influence and threats from new technology. Before the summer, we also made proposals in the Storting with measures to better guide both private and public companies in the field of cyber security. Because we see that there are major knowledge gaps that we must try to close in order to be better equipped against cyber attacks, says Helleland.
– Unfortunately, the government parties voted against both proposals. It is disappointing that the government is so far behind that it is voting down proposals to strengthen cyber security in the Storting, she added.
Underfunded authority
– All companies must look at what threatens their values, so that we avoid retrieval of information, data and data, but also prevent threat actors from sidelining basic functions and paralyzing Norwegian society if they wish, says Helleland.

– NSM says they are underfunded due to the threats. How do you see it?
– That’s what’s worrying. They must be adequately resourced so that we can accelerate the pace of this work and counter the threats quickly. The pace of value mapping needs to be significantly increased, be it water, food supply, access to fuel – and not least the armed forces.
Helleland calls for an answer from the government on how companies and entrepreneurs should protect themselves against cyber attacks.
– I could wish for a very different commitment from Industry Minister Vestre when it comes to protecting Norwegian values. He must take leadership on behalf of the private sector and involve the Minister of Justice, Foreign Affairs and Digital in a joint effort to protect our businesses. The government must be accountable to the Storting for what it is actively doing to help protect Norwegian companies and businesses.
