NEW DELHI — In the northeastern Indian state of Manipur, an outbreak of violence that has killed about 100 people in the past two months has deepened ethnic cleavages, posing a challenge to the internal security of Narendra Modi’s government.

Armed gangs continue to sweep through Manipur, with reports of shootings at army personnel on Thursday. Government officials said the situation remained unstable.
