The request of the deputy of the Vetëvendosje Movement, Enveri Dugolli to the Specialized Prosecutor in The Hague to investigate the Dubrava massacre is being considered as a legal test for the Special.

Despite having started two letters against the ZPS, Dugolli has not received any response, but believes that this court has subject-matter jurisdiction to handle his request as well. The Office of the Specialized Prosecutor declared for KosovaPress that they do not comment on their investigations in the media.

24 years after the massacre of Dubrava, the survivor of this massacre, Enver Dugolli, is requesting an investigation by the Special Court for the crimes of Serbia against Albanian prisoners. Enver Dugolli, who is also a deputy of the Vetëvendosje Movement, considers that through his documents he has given enough arguments for the Special to start the investigation of this massacre.

Dugolli’s request was considered a legal test for the Special Court by the lawyer accredited by the Special Court, Artan Qerkini, who told KosovaPress that there have always been dilemmas as to whether or not this court will deal with all alleged crimes in Kosovo.

Even Bekim Blakaj from the Fund for Humanitarian Law, Bekim Blakaj considered the criminal report of deputy Dugolli against the Office of the Specialized Prosecutor as a test for this court.

During these days, it’s been 24 years since one of the biggest massacres in Kosovo against Albanians by Slobodan Milosevic’s regime was carried out in Dubrava Prison. Inside the prison, 160 Albanian prisoners were killed and more than 300 others were injured. The Dubrava Prison Massacre was carried out from May 19 to 24, 1999. However, no one has yet been convicted for this massacre.

The Specialized Chambers and the Specialized Prosecutor’s Office were established after approval by the Assembly of Kosovo in 2015. DHSK and ZPS investigate the alleged crimes of members of the Kosovo Liberation Army, committed from January 1998 to December 2000.
