The shooting, which took place near Pier 39, a hub for tourists and sea lions, comes as San Francisco has been dealing with a spate of crime and store closures, as well as homelessness that – in this historically liberal city – has frustrated residents and politicized by conservatives who argue that these outcomes are the result of progressive policies.
