On highways in Manhattan and other parts of the metropolis, water is above the height of car tires, and the public transit agency MTA has urged people to stay home if they can. The metro and local trains in the region have problems on almost all lines and air traffic at La Guardia airport was halted for a while.

Videos on social media show water flooding into basements and subway stations.

The storm comes just three months after a storm caused severe flooding north of New York. Several people died in the floods.
