A few days before the 2023 general elections in Guatemala, different institutions reported that they are on alert and have drawn up plans to address this electoral process.

This Thursday, June 22, the presentation of the joint security actions that will be developed between the Ministry of the Interior (Mingob), the Ministry of National Defense (MDN) and the Public Ministry (MP), to guarantee the protection of Guatemalans who will attend on June 25 to exercise their right to vote.

The head of the Interior Portfolio, David Napoleón Barrientos, reported that this strategic plan aims to provide security during the 2023 electoral process, under unrestricted respect for human rights and the current legal system in the country.

“Inter-institutional coordination was carried out, monitoring centers and the strategic distribution of available resources were established,” added the official.

He also assured that this inter-institutional coordination has made it possible to identify 62 high-risk municipalities and reinforce the strategic actions that will be carried out in places where some type of social conflict could occur.

“42 thousand 363 agents of the National Civil Police (PNC) will be deployed and teams of K-9 Pairs will be ready for any emergency during the elections at the national level,” he pointed out.

While the attorney general and head of the Public Ministry, Consuelo Porras, stated that this inter-institutional work allows the planning and strengthening of security and prevention actions that will be carried out jointly throughout the electoral process.

“There are highly trained personnel who will be in charge of the more than 3,000 voting centers set up nationwide. We also call on the population to denounce any criminal act through the various channels, as well as join efforts to contribute to the consolidation of the rule of law ”, he highlighted.

While the Minister of Defense, Henry Yovani Reyes, announced that the 25,699 elements that make up the land, sea, and air forces of the Guatemalan Army in support of police officers and prosecutors will carry out inter-institutional actions to guarantee security in areas of strategic value such as bridges, ports, and airports, among others.

He added that the Guatemalan Air Force (FAG) will support the aerial reconnaissance patrols that the Air Unit of the Ministry of the Interior (Unagob) will carry out in support of the security forces that will be carrying out operations at strategic points in the country to prevent illegal acts, as well as guarantee a peaceful and secure environment during the elections.

Amílcar Montejo, road spokesman for the Municipal Traffic Police (PMT) of the capital, indicated that for this Sunday, June 25, they will support the activities that are monitored by the Supreme Electoral Tribunal.

There will be 850 operational agents from Friday the 23rd to Tuesday the 27th of June, so the permits and vacations are suspended to maintain the support that is required.

The strategy has 4,000 signaling units and will integrate the two emergency operations centers that will be attended by various institutions.

This Sunday they will provide operational support in 123 voting centers and on the security issue there will be a ban on parking in front of these precincts, since the vehicles will be able to stop the march for a few moments in case they carry people with disabilities to cast their vote.

He announced that there will be a restriction on vehicular passage in front of Parque La Industria and on the perimeter of the Tikal Futura building, in these areas, residents will be able to circulate with prior identification.

The Empresa Eléctrica de Guatemala, SA (EEGSA), and Transportista Eléctrica Centroamericana (TRELEC) informed that they are prepared to maintain and guarantee the continuity of the electric power service in their coverage area and will activate their Emergency Plan in “Alert Condition” to meet the inherent needs of the 2023 General Elections.

The “Alert Condition” for the 2023 First Round General Elections begins at 00:00 on Friday, June 23 and ends at 23:59 on Tuesday, June 27. During this period, all operational personnel (field personnel, technicians, and engineers) will be 100% available, guaranteeing a response to any failure that causes interruption or deficiency in the electrical supply.

Additionally, there will be crews of extra personnel the day before, during elections and the day after them, to reinforce the attention to breakdowns.

On election day at the headquarters of the Wholesale Market Administrator (AMM) and at the Computer Center of the Supreme Electoral Tribunal (TSE), EEGSA and TRELEC will have plant representatives who will carry out joint work with other distribution agents, carriers and generators.

In the EEGSA coverage area: Guatemala, Escuintla, Sacatepéquez, areas of Chimaltenango, Jalapa and Santa Rosa there are 680 voting centers that represent 35% of the total number of centers nationwide. In Escuintla, the municipalities of Tiquisate and Nueva Concepción are excepted from the EEGSA network, which are served by another electricity distribution company. In the area that EEGSA serves in Santa Rosa, there is only one voting center, while in Chimaltenango there are none in the sites it serves.

IGGS also on alert

The Guatemalan Institute of Social Security (IGSS) informs its affiliates, pensioners and beneficiaries that it is declaring a nationwide institutional yellow alert due to the upcoming elections on June 25.

The Institute implements its Contingency Plan from June 22 at 6:00 in the morning and will end on Tuesday the 27th at 6:00 p.m.

The objective is to attend to any eventuality that arises during this period, and to continue providing timely and immediate medical attention.

The Emergency services of all hospitals will be ready and teams of doctors and paramedics will be made available in the metropolitan and departmental areas.

In addition, there will be 24-hour Care clinics, located in the Peripheral Units of Zone 5, Zone 11 and Villa Nueva.

Social Security calls to continue with preventive measures against covid-19 such as the use of a mask, social distancing, hand washing and the use of alcohol gel.
